I am not really sure what has changed or why it is working again now. The MySQL database was inaccessible for a period of days, but is up and running now.  Perhaps if I more accurately logged the changes I made, I’d be able to tell what did the trick.  This particular configuration involves the WAMP server.  I had never installed MySQL in this manner before.  Everything seems to run smoothly (when it’s running.)  For the outage, I did not have a MySQL indicator up on the server’s taskbar.  It is now back and it’s now working.  One thing I did do was free up some space on the server’s C: drive.  I wonder if insufficient free space would prevent MySQL from operating correctly.

Any ideas are welcome.
